I would say the most important part is accepting this is different from you, so maybe naming it, and then feeding experiences to it.

Look into FAQ_Man and Irish's guide. Ignore the hour counts and use them as general guidelines.

I'd recommend looking over as many guides as possible to see all of the differenct perspectives/methods, though.

People will do what they will - however, I don't think it is unfair to say that younger teens and preteens, in the vast majority of cases, do not have the critical thinking faculties that one should have to make an informed decision on whether or not making a tulpa is a good idea or not.

I figured it was mostly on the basis that most under age tulpamancers just give up and burn out on a sentient entity.

Age doesn't matter in itself - the ability to critically weigh the decision does matter, and that is what younger teens lack, as demonstrated in multiple psychological experiments.

there are outliers, small enough to disregard, but I generally disagree with that. I think that such ability to weigh these things is not related to critical thinking at all. I think any level of forethought and a simple pros and cons list and patience and time in the decision can be accomplished by a 13 year old. The general issue is that most tweens and teens don't say "hey you know what, I need to sleep on this, I need to think of how this will effect me down the road, and make a pros and cons list with it", that takes insight and maturity, both things that are usually associated with age but not connected to it at all. These two things come from experiences and understandings drawn from these experiences. Biologically, yeah, a 13 year old brain is inferioir to a 21 year old brain, but my argument is that the difference is irrelevant
